02-17-2011 - TSA: 100% Air Cargo Screening

The Transportation Security Administration (TSA) proposed expediting the 100% cargo screening mandate for inbound shipments aboard passenger aircraft. Implementation prior to 2013 was the initial target and in January 2011 TSA announced their intent to consider expediting the mandate to December 31, 2011. The program is expected to be finalized at some point this Spring.

In August 2010 TSA implemented the 100% screening program for all passenger flights originating in the USA. TSA reports no significant cargo delays have been incurred as a result of the screening mandate and attributes this to the Certified Cargo Screening Program (CCSP) and efficient airline screening. Mirroring such a screening program on a global level may prove challenging by year end.
